In a small bowl, combine Lime Juice, Salt, Pepper, Cumin, Cayenne, and Paprika. In a larger bowl, coat tilapia chunks. Cover and refrigerate for at least 20 minutes (24 hours preferred)

In large pot, heat oil over medium-high heat. Fry onions for three minutes, then reduce heat to Medium.

Combine bell peppers, tomatoes, and tilapia. Cover with coconut milk. Let simmer, covered for 15 minutes, stirring occassionally.

Taste stew (liquid portion). Add seasonings to personal tastes. Heat another five to ten minutes.
