Learned this dipping sauce from a bartender in a Portland Vietnamese restaurant. As described to me it is way too sweet for me (sweeter than the one at the bar), my understanding is that it's normal practice to adjust to taste and/or meal.

Ingredients
Equal parts-
fish sauce
lemon or lime juice (fresh squeezed)
sugar
water- to temper flavors and dissolve suger
Add to taste-
finely sliced chilies or chili sauce
mince garlic
Directions
1.
You're going to have to adjust proportions to taste since lemons/limes have differing amounts of water/tartness, and folks have varying likes regarding sweetness.
2.
Use water to dissolve sugar and mute flavor if needed. Usually end up with close to equal amount of water as other ingredients combined.
3.
Have fun and play around with it, cooking is an art more than a science.
