Bring water with raisins to a boil and then let cool. Drain raisins saving drained water. Mix eggs, sugar and vanilla and then add in cooled raisins. Mix flour, baking powder, and baking soda in a separate bowl (these are the dry ingredients). Add dry ingredients to bowl with eggs/sugar/vanilla/raisins slowly, mixing by hand. Then add water drained from boiling raisins slowly until you get sticky consistency of dough (usually add all of drained water). Drop onto greased pan with teaspoon. Bake 10-12 min at 375.
