Over low heat in a large skillet saute the onions and garlic in the olive oil, until they are tender, pour off any excess oil. Add in the meat and brown the meat with the onions and garlic, drain the fat off the brown meat. Put the meat into a large deep saucepan.

Add the beer, tomato sauce, water and all of the spices. Stir well and simmer covered for about 1 hour.
