Mix flour and milk in a pan over medium heat stirring until thick. Set aside and let cool. Cream butter and shortening for 4 minutes. Add sugar graually, beat another 4 minutes. (BE SURE EACH BEATING IS 4 MINUTES) Spread onto cake.
