Mix red potatoes with 1 tbs olive oil and 1/4 tsp salt. Microwave uncovered for 10 minutes, stirring every 1-2 minutes. Drain liquid. Heat 1 tbs olive oil in skillet. Add potatoes in a single layer and cook for 5-6 minutes. Flip and cook for 5-6 more minutes. Combine 1 tsp olive oil, minced garlic, and rosemary. Clear center of pan and add mixture. Stir potatoes and mixture. Serve.
